He graduated from Lomonosov State University in 1981.

From 1981 to 1986 – Research Trainee, Assistant Scientist at the Laboratory for modeling human-machine systems in the Central Economic Mathematical Institute of the USSR Academy of sciences.
From 1986 to 2006 he had worked on different positions at the Institute of economics and forecasting scientific and technical progress of the USSR Academy of sciences/Institute of Economic Forecasting, RAS.
In 2000–2006 – General director of the Centre of macroeconomic analysis and short-term forecasting.
From 2000 – freelance counselor to the Chairman of the Government of the Russian Federation.
