Lozinskiy Sergey

He graduated from N.E. Bauman Moscow State Technical University (as a specialist in “flight dynamics and aircraft motion control”) in 1996. From 1997 to 1999 he did postgraduate studies at the Russian Academy of Civil Service under the RF President, chair of theory and practice of state regulation of market economy. In 1999, he defended there his Candidate’s dissertation whose theme was associated with some aspects of state management of military-industrial complex enterprises.

He has been engaged in strategic consulting since 2000. Together with other partners he founded a Russian consulting company Bauman Innovation specializing in the matters of competitiveness and cluster development.
Bauman Innovation was the first Russian company that began to proactively develop expert examination in the field of clusters implementing applied projects and inviting leading international cluster experts. One can say that for the first time the word ‘cluster’ sounded in the Russian Federation expert community at the Samara economic forum in 2001, on the initiative of Bauman Innovation.
In 2009 Bauman Innovation united with Strategy Partners Group and thus formed the Russia largest strategic advisory company. Sergey Lozinskiy specializes in the matters of education and science development, regional economic development and regions competitiveness, strategic city development and life quality, cluster development in the branches of industry and services. He managed a number of major projects involving strategic services for federal ministries, region, and cities.
