Инвестиционный климат России зависит в том числе от экономического развития ее региональных центров. В последние годы не только Москва, но и Санкт-Петербург активно привлекают интерес инвесторов Европы и мира. В рейтинге «Эксперт РА» обе столицы получили наивысшие оценки как регионы с максимальным потенциалом и минимальными рисками. В пользу Петербурга говорит более низкий порог входа на рынок: за последние четыре года средний размер сделок с коммерческой недвижимостью в Москве составил $73 млн, в Петербурге $27 млн, при сопоставимых ставках капитализации. Порог инвестирования для получения статуса «стратегического проекта», которому предоставляется ряд льгот и административное сопровождение, в Северной Пальмире был снижен с 1,5 млрд до 1 млрд руб. для проектов в области здравоохранения, образования, культуры, спорта, науки, инновационной деятельности и туризма; с 3 млрд до 2 млрд руб. – в сфере промышленности и транспорта.

Редевелопмент промзон, работа с историческим наследием, создание креативных пространств, цифровизация, инфраструктурные проекты и проекты в сфере промышленности, туризма, спорта, здравоохранения – перспективные направления городского развития. По прогнозу аналитиков, в 2018 г. только коммерческая недвижимость Петербурга привлечет около 120 млрд руб., доля иностранных инвесторов оценивается на уровне 10-15%.

Как увеличить эту долю, что еще столичные города России могут предложить инвесторам, как развивать сотрудничество в рамках государственно-частного партнерства, какой урбанистический вектор следует выбрать для будущего развития - эти и другие вопросы планируется обсудить на деловых мероприятиях в рамках выставки недвижимости MIPIM-2018. К участию приглашаются девелоперы, представители фондов, банковского сообщества, урбанисты и консультанты.

The New Development of St. Petersburg: 20 Years of Success

A Description of the Business Programme of the Government of St. Petersburg:

The investment climate in Russia, among other things, depends on the economic development of its regional centres. Moscow and St. Petersburg offer investors high-yield projects and moderate risks. The average size of commercial real estate transactions in Moscow is $73 million, in St. Petersburg – $27 million, with capitalisation rates twice as high as in Western Europe.

Redevelopment, working with historical real estate, opening creative spaces, smart transport and other infrastructural projects are promising areas of urban development. According to the forecast of analysts, in 2018, commercial real estate in St. Petersburg alone will attract about RUB 120 billion, the share of foreign investors is estimated at 10–15%.

How to increase this share, what else can the capital cities of Russia offer investors, how to develop cooperation within a public-private partnership, what urban vector should be chosen for future development? These and other questions will be discussed at business events within the framework of the MIPIM 2018 Real Estate Exhibition. Developers, representatives of funds and the banking community, urbanists and consultants are invited to participate.

Description
A city attracts investors not only with interesting projects or assets, but also with support mechanisms, both administrative and economic. In Russia, a unified mechanism for supporting territories is being developed, and new schemes for project financing are being prepared. In addition, each region builds its own system of interaction with the investment and development community, as well as adopts relevant legislation and regulations. Should self-sufficient neighbourhoods be created on the principle of living, working and entertaining in one place? These and other issues are offered for discussion at the session with the participation of urbanists, architects, developers and consultants.

Session: Roads for Investments

Description
Growing cities need a convenient and well-developed transport infrastructure. Experts argue whether it is necessary to build new roads or if it is better to restrict existing traffic and to develop public transport. The smart management of traffic flows will make transportation convenient and comfortable, and properly designed transport and transfer nodes can become a platform for building new commercial real estate.
The session invites discussion of intellectual and investment approaches to creating and developing road infrastructure.
