2007 – 2012 – Territorial Advisor to the CEO of agency for elaborating, financing, and managing urban projects in social neighborhoods, ANRU, Paris. He was negotiated and managed conventions for 30 different urban renovated projects.
2010 – 2012 – Founder – Manager, REGAIN, start-up, France. Promoted innovating projects by creating cross-disciplines teams with economists, geographers, farmers, and sociologists.
2011 – 2015 – Senior Advisor – North-America, Russia and Central Asia of Ministere de l'Energie, de l’Ecologie et des Transports, Paris. He was negotiated 10 bilateral institutional partnerships in transport, energy, and smart cities with Russia, Kazakhstan, California, North Virginia, and Quebec governments.

Reviewed and benchmarked competition technologies in railway, utilities, automotive vehicles, energy efficiency, breakthrough innovations and smart-cities. Launched, energized, and led bilateral cooperation between France and Russia in fields of utilities, innovating transport, green economy, and energy-efficiency.
